الدليل الشامل للسياسات

المؤسسة العربية للعلوم ونشر الأبحاث

مرجعية موحدة لأخلاقيات النشر، التحكيم، الرسوم، والملكية الفكرية وفق ممارسات COPE الدولية

تمهيد

تُصدر المؤسسة العربية للعلوم ونشر الأبحاث (AJSRP) هذا الدليل التزاماً بمبدأ الشفافية المؤسسية، وتماشياً مع مبادئ وموضوعات لجنة أخلاقيات النشر (COPE). يهدف الدليل إلى توفير مرجعية موحدة وواضحة لجميع الأطراف المعنية بعملية النشر العلمي: المؤلفون، المحكمون، المحررون، والجهات الداعمة.

⚖️

الحوكمة والأخلاقيات

1.1

سياسة أخلاقيات النشر العلمي

تُعرّف المؤسسة أخلاقيات النشر بأنها الإطار الناظم لسلوك جميع الأطراف المشاركة في دورة حياة البحث العلمي. تلتزم المؤسسة بمبادئ الصدق العلمي، الدقة، الموضوعية، وعدم التمييز.

1.2

سياسة الالتزام بمبادئ COPE

تنتظم المؤسسة ضمن الإطار الدولي لـ COPE، وتتبنى موضوعاتها الأساسية (الأخلاقيات والمساءلة، الملكية الفكرية، سوء السلوك البحثي، التحكيم، تضارب المصالح، وأخلاقيات النشر) لضمان النزاهة العلمية في جميع مراحل المعالجة والتحكيم.

1.3

سياسة النزاهة الأكاديمية

تُشكّل النزاهة شرطاً جوهرياً. تحتفظ المؤسسة بحقها في التحقق من صحة البيانات المقدمة وطلب تفسيرات إضافية عند الاشتباه في أي إخلال.

1.4

سياسة سوء السلوك البحثي

عند الاشتباه في تزوير أو انتحال، تُفعّل المؤسسة تحقيقاً رسمياً بسرية تامة وفق مخططات COPE الإرشادية (Flowcharts)، وتشمل الإجراءات إخطار مؤسسة الباحث في الحالات الجسيمة.

1.5

سياسة تضارب المصالح

يُلزَم جميع الأطراف بالإفصاح الكتابي عن أي علاقة مالية أو شخصية قد تؤثر على التقييم. يُستبعد فوراً أي طرف يثبت وجود تضارب لديه.

1.6

سياسة الإفصاح عن التمويل

يُلزَم المؤلفون بالإفصاح الكامل عن أي مصدر تمويل أو دعم مؤسسي ضمن قسم مستقل يُدرج قبل قائمة المراجع.

1.7

سياسة السرية

تُعامَل المخطوطات وتقارير التحكيم بسرية تامة. يُحظر مشاركة محتوى أي بحث قيد المراجعة دون إذن كتابي.

1.8

سياسة الخصوصية وحماية البيانات

تلتزم المؤسسة بحماية البيانات الشخصية وفق معايير حماية البيانات الدولية، ويُشترط موافقة الأفراد المشاركين في الدراسات.

التقديم والتحكيم والنشر

2.1

سياسة تقديم المخطوطات

يُقدَّم البحث بصيغة Word (.docx) عبر النموذج الرسمي، مع الالتزام بالقوالب المعتمدة وعدم التقديم المزدوج لأكثر من مجلة في الوقت نفسه.

2.2

المراجعة التحريرية الأولية

تخضع المخطوطة لمراجعة مكتبية أولية مجانية للتحقق من توافقها مع النطاق والمعايير. لا تُحوَّل المخطوطات غير المستوفية للتحكيم.

2.3

التحكيم مزدوج التعمية

نظام Double-blind Peer Review هو الضمانة الأساسية للحياد، حيث تُخفى هوية المؤلف والمحكم عن كل طرف، بما يتسق مع دليل COPE للمحكّمين.

2.4

اختيار المحكمين

يُختار المحكمون بناءً على التخصص الدقيق. يُستثنى أي محكم له علاقة مباشرة أو غير مباشرة بالمؤلف.

2.5

مدة التحكيم والإجراءات

مسارات التحكيم محددة بوضوح:

المسار العادي

6–8 أسابيع

بلا رسوم إضافية للتحكيم، مسار موصى به.

2

مسار الأولوية الإدارية

تخضع لتوفر المحكمين

مقابل 120$ (بعد القبول). تسريع إداري فقط ولا يؤثر على نتيجة التحكيم.

2.6

الاستئناف والشكاوى

يحق للمؤلف الاستئناف على قرار التحكيم أو تقديم شكوى عبر البريد المخصص، وسيتم الرد خلال 10 أيام عمل وفق آلية الشكاوى المعتمدة من COPE.

2.7

سياسة النشر والتصحيح

يُنشر البحث بعد إتمام التنسيق النهائي والموافقة على البروفة. تخضع الأخطاء بعد النشر لآليات التصحيح (Erratum/Corrigendum) أو السحب (Retraction) حسب الحالة.

المؤلفون والمساهمات العلمية

3.1

معايير الأحقية في التأليف

يُشترط أن يكون كل مؤلف قد ساهم بشكل جوهري في تصميم الدراسة أو تحليل البيانات، وفي كتابة أو مراجعة المخطوطة، وأن يوافق على النسخة النهائية ويتحمل المسؤولية عن محتواها.

3.2

مسؤوليات المؤلف المسؤول

يتولى المؤلف المسؤول (Corresponding Author) التواصل مع المؤسسة، ويضمن موافقة جميع المؤلفين على ترتيب الأسماء والمحتوى المقدم قبل الإرسال.

3.3

حظر التأليف الفخري والشبَحي

تحظر المؤسسة إدراج أي فرد كمؤلف دون مساهمة فعلية (تأليف فخري)، أو استثناء مساهم فعلي (تأليف شبَحي)، تماشياً مع إرشادات COPE بشأن التأليف.

3.4

تعديل قائمة المؤلفين

لا يُسمح بإضافة أو حذف أو إعادة ترتيب المؤلفين بعد القبول إلا بموافقة خطية من جميع الأطراف وتبرير كتابي يُقيَّم من هيئة التحرير.

3.5

الشكر والتقدير (Acknowledgment)

يُدرَج الأفراد الذين قدموا مساهمة فنية أو إدارية دون استيفاء شروط التأليف ضمن قسم الشكر والتقدير مع تحديد نوع المساهمة.

3.6

نزاعات التأليف

تتعامل المؤسسة مع نزاعات التأليف بالحياد، وتوقف معالجة المخطوطة مؤقتاً لحين حل النزاع بين المؤلفين وفق آلية موثقة.

النزاهة العلمية ومكافحة المخالفات

4.1

الفحص الآلي للاستلال

تخضع جميع المخطوطات لفحص إلزامي عبر نظام iThenticate. تُرفض تلقائياً المخطوطات التي تتجاوز نسبة التشابه المسموح بها.

4.2

الانتحال العلمي

يشمل الانتحال نسخ نصوص أو أفكار أو بيانات الآخرين دون إشارة صريحة. تُطبَّق عقوبات تصعيدية تبدأ بالرفض وتصل إلى الحظر الدائم وإخطار المؤسسة التابعة للباحث.

4.3

تزوير وتحريف البيانات

يُحظر تزوير النتائج أو حذف بيانات مخالفة للفرضية أو التلاعب بالصور والرسوم البيانية. تخضع الشكاوى المتعلقة بذلك لتحقيق رسمي طبقاً لمخططات COPE.

4.4

النشر المكرر والتقطيع البحثي

يُحظر إعادة نشر بحث سابق بصياغة مغايرة (Self-plagiarism)، أو تجزيء دراسة واحدة إلى أبحاث متعددة دون مبرر علمي (Salami Slicing).

4.5

سياسة التصحيح والسحب

تُصحَّح الأخطاء غير الجوهرية عبر Corrigendum، بينما تُسحَب الأبحاث في حالات الانتحال الجسيم أو تزوير البيانات وفق إرشادات COPE للسحب (Retraction Guidelines)، مع نشر إشعار سحب علني يوضح السبب.

4.6

حماية المبلّغين

تضمن المؤسسة سرية هوية أي شخص يبلّغ بحسن نية عن شبهة مخالفة، وتحظر أي إجراء انتقامي بحقه.

تُطبَّق جميع إجراءات التحقيق في المخالفات البحثية بسرية وحيادية تامة، وتخضع لمراجعة لجنة أخلاقيات النشر الداخلية قبل اتخاذ أي قرار نهائي.

الرسوم والجانب المالي

5.1

سياسة رسوم المعالجة الأولية

تُستوفى رسوم 40$ مرة واحدة بعد المراجعة التحريرية المبدئية للتشغيل الإداري (فحص الاستلال وتجهيز التعمية)، وهي مستقلة عن قرار التحكيم لضمان النزاهة.

5.2

رسوم معالجة المقالات (APC)

تُستحق بعد قرار القبول ولا يُخصم منها رسوم المعالجة الأولية:

5.3

الفصل المالي عن التحرير

تُدار المعاملات مالياً عبر وحدة مستقلة. المحكمون والمحررون لا يطّلعون على حالة الدفع التزاماً بمبدأ استقلالية القرار التحريري وفق COPE.

5.4

سياسة الاستثناء والتنازل

يجوز التقدم بطلب تنازل جزئي أو كلي عن رسوم النشر للباحثين من الدول ذات الدخل المنخفض أو في حالات خاصة، ويُقيَّم الطلب من لجنة مستقلة بمعزل عن قرار التحكيم.

5.5

سياسة الاسترداد

لا تُسترد رسوم المعالجة الأولية بعد بدء إجراءات الفحص. تُسترد رسوم النشر (APC) فقط في حال سحب البحث لخطأ إداري من جانب المؤسسة.

الملكية الفكرية والترخيص

6.1

احتفاظ المؤلف بحقوق النشر

يحتفظ المؤلفون بحقوق النشر الكاملة لأعمالهم، وتُمنح المؤسسة ترخيصاً غير حصري بالنشر والتوزيع الرقمي للبحث.

6.2

ترخيص الوصول المفتوح

تُنشَر جميع الأبحاث بموجب ترخيص Creative Commons Attribution 4.0 (CC BY 4.0)، الذي يسمح بإعادة الاستخدام والتوزيع مع الإشارة الصريحة للمصدر الأصلي.

6.3

استخدام مواد من طرف ثالث

يتحمل المؤلف مسؤولية الحصول على إذن كتابي مسبق لأي صور أو جداول أو نصوص محمية بحقوق نشر تعود لطرف ثالث قبل إدراجها في المخطوطة.

6.4

العلامات التجارية والهوية المؤسسية

يُحظر استخدام شعار أو اسم المؤسسة في أي سياق تسويقي أو ترويجي دون إذن كتابي مسبق من الإدارة.

الوصول والأرشفة

7.1

سياسة الوصول المفتوح الكامل

جميع المحتويات المنشورة متاحة مجاناً للقراءة والتنزيل والاستشهاد فور النشر، دون أي فترة حجب أو اشتراك.

7.2

الأرشفة الرقمية الدائمة

تضمن المؤسسة استمرارية الوصول إلى المحتوى المنشور عبر خطط أرشفة رقمية طويلة الأمد، بما يحفظ سلامة السجل العلمي حتى في حال توقف النشاط.

7.3

المعرّفات الرقمية الدائمة (DOI)

يُخصَّص معرّف رقمي دائم (DOI) لكل بحث منشور لضمان إمكانية الاستشهاد والتتبع الدائم.

7.4

سياسة الأرشفة الذاتية

يحق للمؤلف إيداع النسخة المنشورة في المستودعات المؤسسية أو الشخصية فوراً، تماشياً مع ترخيص CC BY 4.0.

أخلاقيات أنواع البحث الخاصة

8.1

الأبحاث المتعلقة بالبشر

يُشترط الحصول على موافقة مسبقة من لجنة أخلاقيات مؤسسية (IRB/Ethics Committee) وتوثيق الموافقة المستنيرة (Informed Consent) لجميع المشاركين.

8.2

الأبحاث على الحيوانات

يجب الالتزام بالمعايير الدولية لرعاية الحيوانات المستخدمة في التجارب، وذكر رقم الموافقة الأخلاقية الصادرة عن الجهة المختصة.

8.3

التجارب السريرية

يُشترط تسجيل أي تجربة سريرية في سجل معتمد قبل بدء تجنيد المشاركين، وإدراج رقم التسجيل ضمن المخطوطة.

8.4

خصوصية الحالات الفردية

في تقارير الحالة (Case Reports)، يُشترط الحصول على موافقة كتابية من المريض أو ولي الأمر لنشر أي معلومات أو صور تسمح بالتعرف على الهوية.

الذكاء الاصطناعي والأمن السيبراني

9.1

حظر التأليف الآلي

لا يجوز إدراج أدوات الذكاء الاصطناعي (مثل ChatGPT) كمؤلف، إذ لا يمكنها تحمل المسؤولية القانونية أو الأخلاقية عن المحتوى، وفق موقف COPE الرسمي.

9.2

الإفصاح عن استخدام الذكاء الاصطناعي

يُلزَم المؤلفون بالإفصاح عن أي استخدام لأدوات الذكاء الاصطناعي التوليدي في كتابة النص أو تحليل البيانات أو إنشاء الصور، ضمن قسم مخصص في المخطوطة.

9.3

حظر استخدام الذكاء الاصطناعي في التحكيم

يُحظر على المحكمين رفع محتوى المخطوطات إلى أدوات ذكاء اصطناعي خارجية حفاظاً على سرية البيانات والأفكار غير المنشورة.

9.4

الأمن السيبراني وحماية الأنظمة

تعتمد المؤسسة بروتوكولات تشفير وتحكم في الوصول لحماية بيانات المؤلفين والمحكمين من الاختراق أو التسريب.

التواصل والإدارة

10.1

هيئة التحرير والإدارة

تُدار المؤسسة بواسطة هيئة تحرير مستقلة مسؤولة عن القرارات العلمية، منفصلة تماماً عن الإدارة المالية والتشغيلية.

10.2

قنوات التواصل الرسمية

تُوجَّه جميع الاستفسارات المتعلقة بالمخطوطات، الرسوم، أو الشكاوى عبر البريد الرسمي المعتمد فقط لضمان التوثيق والمساءلة.

10.3

أوقات الاستجابة

تلتزم المؤسسة بالرد على استفسارات المؤلفين خلال 3-5 أيام عمل، وعلى الشكاوى الرسمية خلال 10 أيام عمل.

الشروط والأحكام

11.1

قبول الشروط

يُعد تقديم المخطوطة موافقة ضمنية من المؤلف على جميع السياسات الواردة في هذا الدليل والشروط المنشورة على الموقع الرسمي.

11.2

حدود المسؤولية

لا تتحمل المؤسسة مسؤولية أي آراء أو نتائج علمية واردة في الأبحاث المنشورة، وتبقى المسؤولية العلمية الكاملة على عاتق المؤلفين.

11.3

تحديث السياسات

تحتفظ المؤسسة بحق تعديل هذه الشروط في أي وقت، ويُعلَن عن أي تحديث جوهري عبر الموقع الرسمي قبل تطبيقه.

سياسة الخصوصية

12.1

جمع البيانات

تجمع المؤسسة فقط البيانات الضرورية لإدارة عملية النشر (الاسم، البريد الإلكتروني، الانتماء المؤسسي)، ولا تُستخدم لأي غرض تسويقي دون موافقة.

12.2

مشاركة البيانات مع طرف ثالث

لا تُشارَك بيانات المؤلفين أو المحكمين مع أي طرف ثالث إلا في حدود ما يتطلبه فحص الاستلال أو الأرشفة الرقمية أو بأمر قانوني.

12.3

حقوق أصحاب البيانات

يحق لكل مستخدم طلب الوصول إلى بياناته الشخصية أو تصحيحها أو حذفها، عبر تقديم طلب رسمي إلى وحدة حماية البيانات في المؤسسة.

سياسة رسوم تجاوز الحد الأقصى لعدد الكلمات

13.1

الالتزام والشفافية

تلتزم المجلة بأعلى معايير أخلاقيات النشر العلمي المعتمدة من لجنة أخلاقيات النشر (COPE)، وتضع هذه السياسة لضمان الشفافية والعدالة واستقلالية القرار التحريري، مع مراعاة حقوق الباحثين وتكاليف الإنتاج الفعلية.

13.2

الحد الأقصى المعتمد

يُحدد الحد الأقصى لطول البحث بـ 9000 كلمة، ويشمل هذا العدد متن البحث والجداول والمراجع والملاحق، ما لم يُنص على استثناءات محددة في دليل المؤلفين. يُحتسب العدد وفق النسخة النهائية المعتمدة بعد اكتمال عمليات المراجعة والتحرير.

13.3

لماذا يُفضَّل الاختصار دائمًا؟

كل كلمة إضافية تتجاوز الحد المقرر تعني وقتًا وجهدًا إضافيين حقيقيين في التحرير والتنسيق والإخراج الفني والمراجعة اللغوية، وهي تكاليف تتحملها المجلة فعليًا ولا ترتبط بأي ربح. لذلك فإن الاختصار إلى 9000 كلمة هو الخيار الأمثل دائمًا لأنه:

  • يوفر على الباحث أي تكلفة مالية إضافية بشكل كامل.
  • يسرّع من وتيرة المراجعة والتحرير والنشر النهائي للبحث.
  • يحافظ على تركيز البحث ويزيد من وضوحه وقابليته للقراءة.
  • يجنّب الباحث الدخول في إجراءات إضافية تتطلب تقديم مبررات علمية ومراجعتها من هيئة التحرير.
13.4

المبادئ الأساسية

لا ترتبط الرسوم بأي شكل من الأشكال بقرار قبول البحث أو رفضه، وتظل عملية التحكيم العلمي مستقلة تمامًا عن الجوانب المالية، وفقًا لمبادئ COPE التي تؤكد على فصل الاعتبارات التجارية عن القرارات التحريرية. تُمنح الأولوية دائمًا لخيار اختصار البحث إلى الحد المقرر دون أي رسوم إضافية، ولا تُفرض الرسوم تلقائيًا أو تُطلب إلا بعد قبول البحث علميًا وموافقة هيئة التحرير على الإبقاء على الحجم الزائد لأسباب علمية مبررة.

13.5

إجراءات التعامل مع التجاوز

عند تجاوز الحد الأقصى في النسخة النهائية، تُتبع الخطوات التالية بالترتيب:

الإخطار والاختصار

يُبلَّغ الباحث كتابيًا ويُمنح مهلة كافية لاختصار البحث دون أي تكلفة — وهذا هو الحل المفضَّل دائمًا وأسرعها في التنفيذ.

تقديم المبرر

إذا رغب الباحث في الإبقاء على الزيادة، يقدم مبررًا علميًا واضحًا يخضع لمراجعة هيئة التحرير.

تطبيق الرسوم

في حال الموافقة على المبرر، تُطبق الرسوم المحددة أدناه ويُبلَّغ الباحث بقيمتها كتابةً قبل بدء الإخراج الفني النهائي.

إذا تجاوز البحث 15000 كلمة، تحتفظ هيئة التحرير بالحق في طلب اختصاره أو تقسيمه إلى بحثين مستقلين.

13.6

جدول الرسوم الإضافية

الالتزام بحد 9000 كلمة هو الخيار الوحيد الخالي من أي تكلفة أو تعقيد إجرائي. تُحتسب هذه الرسوم مقابل التكاليف الإضافية الحقيقية للتحرير والتنسيق والإنتاج، ولا تمثل مصدر ربح للمجلة:

توافر البيانات والمواد البحثية

14.1

مبدأ الإفصاح عن البيانات

يُلزَم المؤلفون بالإفصاح الواضح عن مكان إيداع البيانات الخام والمواد الداعمة المرتبطة بالبحث، أو تقديم مبرر علمي مقبول في حال عدم إتاحتها (مثل قيود الخصوصية أو الاتفاقيات التعاقدية).

14.2

مبادئ FAIR

تشجع المؤسسة على اتباع مبادئ FAIR (قابلة للاكتشاف، قابلة للوصول، قابلة للتشغيل البيني، قابلة لإعادة الاستخدام) عند إيداع البيانات في مستودعات موثوقة مثل Zenodo أو Figshare أو المستودعات المؤسسية.

14.3

بيان توافر البيانات

يجب إدراج قسم مستقل بعنوان «بيان توافر البيانات» قبل قائمة المراجع، يوضح الرابط الدائم (DOI أو URL) للبيانات، أو يذكر أن البيانات متاحة عند الطلب المعقول، أو يبرر عدم الإتاحة.

14.4

المواد التكميلية

تُقبل المواد التكميلية (ملحقات، أكواد، جداول إضافية) وتُنشر مع البحث تحت نفس ترخيص CC BY 4.0، شريطة ألا تتجاوز الحدود التقنية للمنصة.

14.5

البيانات الحساسة

في حال احتواء البيانات على معلومات شخصية أو حساسة، يُشترط الحصول على الموافقات الأخلاقية اللازمة وإخفاء الهوية قبل أي إيداع عام، مع الالتزام بسياسة الخصوصية المؤسسية.

عدم تقديم بيان توافر البيانات قد يؤخر إجراءات القبول النهائي، لكنه لا يؤثر على قرار التحكيم العلمي.

سياسة المخطوطات المسبقة (Preprints)

15.1

قبول المخطوطات المسبقة

تقبل المؤسسة المخطوطات التي سبق نشرها كـ Preprint على خوادم معتمدة (مثل arXiv، bioRxiv، medRxiv، أو الخوادم المؤسسية)، شريطة الإفصاح الكامل عن رابط الـ Preprint عند التقديم.

15.2

الأصالة والحقوق

لا يُعتبر نشر الـ Preprint نشرًا سابقًا يُفقد البحث أصالته. يحتفظ المؤلفون بحقوقهم، وتُعامل النسخة النهائية المنشورة في المجلة كنسخة السجل الرسمي (Version of Record).

15.3

التحديث بعد القبول

يُشجَّع المؤلفون على تحديث صفحة الـ Preprint بعد القبول لتشير إلى النسخة النهائية المنشورة مع رقم الـ DOI الخاص بالمجلة.

15.4

ما لا يُقبل

لا تُقبل المخطوطات التي نُشرت سابقًا في مجلة محكمة أخرى (حتى لو بصيغة مختلفة)، أو التي خضعت لتحكيم رسمي سابق أدى إلى رفض نهائي لأسباب علمية جوهرية.

الإعلانات والرعاية التجارية والاستقلالية التحريرية

16.1

استقلالية القرار التحريري

لا يجوز لأي راعٍ أو معلن أو جهة داعمة التأثير بأي شكل على قرارات القبول أو الرفض أو التحكيم. تظل هيئة التحرير مستقلة تمامًا عن أي اعتبارات تجارية أو تمويلية.

16.2

الإعلانات

قد تنشر المؤسسة إعلانات محدودة على موقعها، شريطة ألا تتعارض مع القيم العلمية أو الأخلاقية، وألا تُدرج داخل المحتوى العلمي للأبحاث. تُفصل الإعلانات بصريًا وواضحًا عن المحتوى التحريري.

16.3

الرعاية والدعم المؤسسي

يُفصح عن أي دعم مالي أو عيني من جهات خارجية في صفحة «الدعم والرعاة» إن وُجد، دون أن يؤثر ذلك على السياسات أو القرارات التحريرية.

16.4

حظر الترويج المضلل
